You could use only cindar blocks put the blocks in a row then make a large square of them then make a smaller square inside that but on top of them one cindar block in and make another square till you get it the height you want this way all the holes will be exposed and each one will have a diffrent plant in it
I made a huge one...you can see here...the boards though not 2"x 4" are in fact 1" x 4"
