Cedar would work, or pine treated with a water based varathaneHelpful Reply -

we use scrap wood. Treated wood can leach into your garden.Helpful Reply -

You can also build it from cinder blocks and paint or by glueing pavers together standing upright.Helpful Reply -

Cedar is the best as you will not need to add a finish to them and they will be bug resistant. Cedar will also weather nicely.Helpful Reply -
