Cedar would work, or pine treated with a water based varathane
we use scrap wood. Treated wood can leach into your garden.
You can also build it from cinder blocks and paint or by glueing pavers together standing upright.
Cedar is the best as you will not need to add a finish to them and they will be bug resistant. Cedar will also weather nicely.
