Divide too tall shelves in cabinets?

The shelves in cabinet are too tall, and would like to divide them to add another layer of storage--without spending a lot or drilling into the sides--any ideas?

You can make a little "table" - a shelf with legs - to stand on the bottom of the cabinet or on an existing shelf.

My pantry cabinet was a waste 3 shelves each was 24in deep and 22 wide , and 22 high. I made steps 21 1/2 long(so i could slide them in easily) and 12 wide. I set each one on a shelf at the back of cabinet. I could keep all my box cereals or tall cans on this shelf and still be able to see what was under it. Added storage from lumber scraps and a partial roll of contact paper for a cleaner look.
