PVC pipe will not provide the support needed. Also be careful what you build that is not approved by ADA standards. You can check the ADA website and see their recommendations or check with a store that sells items similar to what you want to make and just copy them. You can be in a lot of liability trouble if someone gets hurt.
Seems safer to buy a new bed that is normal height. Why not just set the boxspring and mattress on the floor. No need to make a platform or buy a new bed.
You would be better off using a metal pipe to make a handrail. Everything you would need would be in the plumbing section of a home improvement store, if you tell the person working in plumbing what you need it for, the size you need, etc., they should be able to help you with what hardware you need. Make sure that the entire riser is sturdy, with plenty of support underneath the entire riser to support the weight of the person using it and in case they need another person to assist them getting into bed. You will need to use stout plywood for the floor of the riser.
As a caregiver, I always lower the bed. My current 90 yo parkinson patient, we simply took out the box springs, added some wood cross pieces to the mission bed and put down the mattress on top. Then we added a bed cane for him to grab to get up or steady himself. This decreases the likelihood of serious falls from the bed.
