It can be removed and takes more time and energy than money. There are many posts about how to go about removing popcorn. Then it can be sanded lightly, maybe patched and sanded, and then painted with ceiling paint. Probably this is the least expensive fix rather than covering with some other materials. Here's a link to Bob Vila's This Old House TV show with instructions of how to remove popcorn ceilings. I've dibe nt share of them and it is hard work, but oh so rewarding when finished.

You can wet them and scrape them and then paint the ceiling. It will look "rough" by design. We did this. Then our neighbor did the same thing and duct taped a wet/dry vacuum hose end to the end of the scraper to prevent a mess! WE had covered all the furniture and floor, but his idea was MUCH less messy. Good luck with it. It is tedious and takes time but is not difficult to do.
You can scrape it dry if it hasn't been painted over. Its dusty business, but easy. It will leave and orange peal effect and wont need to be retextured. If you scrape it wet, you will need to texture
if you don't want to remove it. you can come up with creative ways to cover it... Ie. planks, or tins. etc.
