If they have caked on food, sprinle w/ baking soda and then spritz w/ vinegar. For basic cleaning, fill the tub w/ very hot water and Dawn dish soap. Let soak overnight and clean.

I have never used baking soda so can't help there. I have put dishwasher detergent, like Finish or Cascade, in the tub, filled it with hot water, enough to cover the oven racks and let them soak overnight. A swish with an sos pad and cloth the next morning and they look a lot better.

I put some old towels on the bottom of the tub so the racks would not scratch the surface of the tub. I added the racks on top. Then I filled the tub with just enough hot water to cover them. I put 4 inexpensive fabric drier sheets in with the racks and left them overnight. Next day, I used the drier sheets to wipe away anything still stuck to the racks. No scrubbing or anything. The racks looked almost new. I'm not sure what's in those drier sheets, but it was like magic.
