Is it a flat glass cook top? I've found that a razor blade is actually the tool for this. I just scrap off any stains on my glass cook top. Just be careful you dont cut yourself when working with the blade!
I spritz vinegar on the glass top and then sprinkle baking soda over that. Place a very hot, wet towel (wet but not dripping wet) on that. Let it sit for for about an hour. Then clean as normal. For range tops that have bad spills let the towel sit on the range top longer. At least that is what I do.

If you don't want to use a commercial glass cooktop cleaner try using a mixture of Dawn, baking soda & vinegar.
I use barkeepers friend.
I use my little steam cleaner with the long spout and everything comes off.
