you might have to "reheat"....use some scrap fabric (or a brown paper bag)and lay the heat and bond face down on the scrap/bag, use an iron to see if you can kind of melt it off the skirt onto the scrap.
I am not sure but I think I would contact the company that makes Heat and Bond and ask if there is some way to remove it. They probably have a web site with contact info/email and you can ask them. Good luck.
this material is not intended to be removed. but you can try heating it under some scrap material or maybe an old towel. before you do this, see if you can use a seam ripper along the part that is sealed to pull it apart manually. might take some effort, but may be worth it in the long run.
I haven't done this, but in researching about your question I located this link that tells exactly what to do when faced with now needed to extend a hem that has been shortened using adhesive tape. Hope it helps you. Just be sure to keep in mind the heat applied to the dress fabric.
