What cleaner have you used? Have you tried vinegar to kill the mold spores? Are they stained or painted?
Wash them with bleach water to help get rid of as much of the staining as you can. Once clean and dry, spray literally with white vinegar and let it dry on its own in the sun. Vinegar will kill the mold/mildew spores, bleach won't. If is really humid, you can occasionally spritz them with vinegar to help prevent it from coming back.
Spray with plain white vinegar to kill the mold spores, then bleach diluted with water to take care of the stains. If possible keep these chairs in the sun to prevent mold from coming back.
