Use white vinegar and water
For really hard to clean cabinet surfaces, the best to use is a tire cleaner! No kidding, it works. It will not hurt the wood. Spray it on, let it set 10 minutes, and then scrub with an old tooth brush. The spray to use: see photo
I have banisters that get like that and I clean with them WD40.
I like to use Dawn ~soapy water on a cleaning rag for all my cabinet cleaning. If Dawn cleans oil off penguins -it should be gentle enough for our lacquered cabinet hardware.
Try a product called TSP, buy it in hardware stores.
