Try a scrub brush to clean and saturate the divots so that the dirt becomes mud and then suck up with a wet/dry vacuum in small areas until you have finished the whole floor.

Try a real strong vacuum cleaner, like a Dyson - borrow one if you have to. Then use the sealer.
I believe Kim has the answer. You can also use old white towels to dry the bricks, picking up dirt. Most of the dirt in the divots is probably brick sand. And that’s part of the aging process. Best wishes ☺️
