I have a bathtub with this issue that I have scrubbed with everything imaginable, mine just won't get clean. I plan on painting over the whole thing in the spring with tub and tile paint:

I would try Lime Away. My former house had hard water and I had to use it to keep a hard water lines from forming in my toilets.
