Add a cup of water and a cup of vinegar to the pan. Heat until boiling. Add 2 tablespoons of baking soda after you remove from heat. Let it cool so you can touch it. Use a scrubby and either baking soda or Bar Keepers Friend powder to scrub. I think the Bar Keepers Friend works better on tough messes, but baking soda will work with more scrubbing.

To answer your question about your stainless steel pans. If they are certainly stainless and as long as they are stainless on the cooking surface and NOT a non stick surface. Remove handles and if there happens to be rivets on the inside of pan cover the rivets with a duct tape. Take outside and spray with oven cleaner the same as you would clean your oven. Follow the directions on the product. I use Easy Off oven cleaner. I hav bought beautiful stainless food encrusted burnt on pans at thrift stores took yhem home and cleaned eith Easy Off and cleaned up beautifully and use them in our RV. If you are uncomfortable try a sample spot and instead of spraying on entire pan paint some on with a paint brush. As for your cabinets have no idea.
