I have worked in art class for over 30 years. For tough stains vinager is wonderful. However, when that does not work:
1) check to make sure it is glass not plexiglass. (Plexiglass gets permanent fog if any clearner used contains ammonia)
2) hard water fogged glass in a small area try these:
A) nail polish remover (with acetone)
B) tablet with water denture cleaner ( great for tea or hard water stains on glass or china wear also)
C) diluted lime away (make sure to use rubber gloves)
CLR should clean them right up.
Usually once they are foggy, they stay foggy. I've even tried the cleaner meant to make headlights clear again. Didn't work
I would use CLR.
To help remove this and bring back the clarity of your cups use household bleach. Fill a bowl of warm water and add a dash of bleach. Soak the plastics in the solution, and wash thoroughly afterwards.
