UPVC cleaner or Cream Kitchen Cleaner.
Wash it with a solution of dawn dish soap and warm water.
I soak in sink in hot water with about 1/4 cup baking soda for around 15 minutes. Then rinse well. If still sticky just make paste on the scrubbie with the soda. I've bought many an old Tupperware piece like that and they always clean right up!

A product called "The Bartender's Friend" has cleaned up some of my worst messes. It is liquidy soft and does not scratch.
