How do I remove rust on a wagon so I can paint it?

Start with a metal brush, work you way to sandpaper to make it smooth after the rust is gone. Naval jelly would work, too.
After you get rid of rust spray with rust converter. Prime wagon with Rustoleum spray primer, then spray paint or paint with oil based paint. Latex will rust.
You can use latex paint. Primer will seal the metal from rusting.
You can try it but may take more than one coat. Not too fond of all in one paints. They aren't really a paint with primer. Just have more paint solids in them for "one" coat coverage.
You can use 'Rust Stain Remover', bought at walmart. That will take it off, but you'd better be ready to, probably, clean that off and get it dry quick and spray paint it w/ rust inhibitive paint.
