I would advise to use a heat gun and a putty knife. Be careful not to get the glass to hot as it might break.
Heat gun for the paint sounds good. But I think the putty removal needs to be done with hammer and chisel. It's hard work.
Lacquer thinner is the best choice for paint; But use this out side. If you get use to the smell it will make you high. This is what a professional painter uses on paint. The putty may need something else.
If you plan to remove the putty, don't be concerned about the paint. It will come off with the putty.
If you are just going to paint, most painters just scrape it down to get off whatever paint is flaking. On the aluminum, (most window frames are aluminum, not steel) after scraping you can go over it with a wire brush.Then use a good enamel paint or a top line paint - not a cheap one.
This should be done as the work was done. You can use a damp cloth, and have a putty knife handy, and you can clean this up. Do a neat job, and then you can paint over the putty, if you desire. Best wishes, J.

Mineral Spirits on the frame & use a razor blade to scrape the glass. Mineral Spirits will not hurt anything.
I would start with mineral spirits.
Use Goggles, Painters Scraper, Wire Brush, then if yu have one an electric sander to finish up the job!
