I am wondering what the stain is. I would try to power wash the stain unless it is paint maybe?

Goof Off, WD40, mineral spirits. Use a stiff brush and wipe as you go along.
Looks like the stain is from a recent application to the rails? If so- just get the stain stripper that is recommended by the manufacturer to remove that stain.
Wd 40 First and then power wash should fix your problem right away
You could also call Trex to see what they recommend.
Talk to the Trex people about it as you don’t want to damage the material.
