Mineral spirits or a high volume alcohol. Wear rubber gloves! You might also try nail polish remover if you have it available as it contains a lot of alcohol.

WD 40 is oil based. Try a mix of baking soda and Dawn with warm water and scrub.
Do you know what the spots are on your siding? For a basic clean that is not oil based, use blue dawn dishsoap with baking soda, make a paste with it and let it set for a few minutes on the siding, then scrub off with a scrubbie sponge or a microfiber cloth, rinse well. If oil based, then I would consider WD 40, but expect a cleanup for the WD 40.
W/Up Liquid on a cloth or Surgical Spirit!
Try Blue Dawn dishwashing soap it's pretty good at removing oil stains.
Hot soapy water--with a small splash of ammonia---that's all you need.
