How can I clean out a disgusting odor in the basement of a house?
The smell is awful. I have tried bleach vinegar baking soda and many cleaners over the counter. Even torn up the carpet to the cement floor. Help what can I use. Will be moving in soon.

Try to identify what is causing the repellant odor. Call your local university extension center for advise on how to do this. Removing the carpet was a good move as dampness itself can cause foul odors but do try to get answer before moving in.

Musty or dead critters smell? Is it in the floor or the walls or the ceiling? How did the carpet look when it was removed?
I would buy a dehumidifier and put it on a stand and use a long drain hose to the floor drain. That’s a good investment for any basement.
I would also get a pro Mold Test done. Some molds are extremely toxic, as in debilitating and worse. Mold spores get distributed in the whole house via the heating ducts.
If there is Stachybotrys in the basement, that’s the deadly “black mold” and I would not move in until it is professionally remediated.
What a bummer! Are there any drains in the floor? I ask because I just had this issue myself on a flip and that’s what was causing the entire basement to possess a horrible smell.
