You can not decoupage on vinyl as the vinyl is flexible and you need a stable surface for decoupage (that is cutting out images and applying to surfaces)
Use Locktite Super 77 spray adhesive to adhere the vinyl cloth to the table top. For a temporary application just spray the table top. You can peel the table cloth off in the future. For a permanent application spray both the table top and the underside of the table cloth.
