The easiest way I know is to use a pool tube. I have made them. Duct tape a pool tube to form a circle. Use hot glue or another strong glue and glue all around the inside of the circle while it is laying flat on the table. Add a second row next on those, and keep working until you have covered the entire wreath. They can really be pretty. Hope this helps.
