Not sure you want to use glue. When the lattice is removed , it will take some of the stucco with it. Or leave unsightly glue.

Why not get a concrete drill bit and screw it, anchored, properly on the wall?
I agree with Nan W. Drill into the mortar joints with a masonry bit. Use some plastic anchors. Glue will not hold for long to block.
