You could go to a diy store (Lowes and Home Depot) and they will cut the wood you have chosen for your frame. Just give them the lengths you need. A word, they will only do straight cuts, no angles.
Allow for the inches where you will join the pieces together so you will have precise measurements. Measure twice, cut once.
When you get your lengths home, just glue the ends where they will join to form a frame. If needed you could also add wood staples to the back of the frame.

you need a miter to get perfect cuts at angles sometimes it is cheaper to buy the frames on sale at 50% off at Hobby lobby, Michaels, etc. or even the dollar store
You'll need a miter saw to cut the edges to fit perfectly. You also need to consider the size...it's it 4x4 on the outside or is the opening 4x4? I would moulding for the frame since it's decorating and easy to use. Sometimes Home Depot will cut it for you if you have your measurements.
