There are not favorable results with painting any items heavily exposed to water. I replaced mine with one that I found at the supermarket.
It has a silicone basket and its holding up nicely. Have a look here at the review and Q&A.

Hi, Wanda. Are you asking how you should paint a sink strainer? If so, I'd suspect cleaning it well, ensuring it's dry and then using a metal bonding paint after taping off the surrounding area. However, these are available for ~$5 (US) at home goods stores.
