Buy a ceiling base for it at Home Depot or another hardware store.
You attach it to the piece that is in the outlet up there now but I guess you will need new decorative screws to hold it up there. Perhaps you can use the ones from the old fixture or you can buy them at a hardware store

I have 40+ years a construction sub contractor. If you do not know about attaching electrical fixtures with missing parts or what is needed to attach a heavy ceiling fixture correctly/safely, you should not be messing around with it. You are dealing with 120 volts of electricity, that can stop a heart &/or cause permanent damage to the heart & other organs. You can also find yourself in a fire situation in the middle of the night or while you are away. Knowing just enough to be DANGEROUS... IS A THING. I have to recommend you get professional help from a licensed electrician; it is a whole lot cheaper than lifelong expensive medical bills or burning the house down, or just having it fall down on a kid or Aunt Helen. Just a Professional's safety recommendation. If it is already installed, the local fire dept. will for free check it out. They really don't want to put out fires, just prevent them instead.
