Lay a flat sheet between the mattress and box spring so that the sheet edges are the same length hanging off the 2 sides and the bottom (should drape over evenly) Starting at one corner of the headboard, measure the length of 2 sides plus the bottom edge (opposite the headboard) and get a total length .Add an additional 6 inches in length for rounding corners. This is the length you need for the skirt. Now measure how tall the skirt should be from the floor to the spot between the box spring and mattress. Add an inch for sewing seam to attach the piece to the bed sheet and another inch for the floor hem in height.
Cut fabric (you can use another sheet, shower curtain, drapes) the length and width of the skirt. You will end up with a piece that is very long. Hem the bottom of one side of the fabric for the lower hem that brushes the floor.
Attach the unhemmed side to the 3 sides of the bed sheet that is between the mattress and box spring with pins. Use some of the additional inches of length to round the corners. Carefully remove the sheet and BASTE the two pieces together, rights sides together.
Remove the pins and try the skirt on the bed. Make any adjustments at the seam. When it fits, then sew the basted seams together.
