More information would be helpful. How large is the window, what style covering do you want? What shape is the tablecloth? Do you own a sewing machine?
What size is your window?
I JUST did this for a valance with one of the most beautiful table cloths I've ever seen. I ordered the Maison d' Hermine Botanical Fresh 100% Cotton Tablecloth 60-Inch by 120-Inch from Amazon and cut the botanical "edge" with 4 inches to spare on the top. Since the bottom was already hemmed, all I had to do was sew the 4" top for the rod. It needed to fit an 8' window bank and, after gathered, it fit perfectly! I was going to use the bottom for the cafe portion, but just used the top valance. The rest of the material I used for basket covers and place mats.
I don't know if you sew but you could just sew one end to make a casing about 2.5" to 3". I iron it down, then fold under a little seam allowance on the edge, and sew down on the wrong side. Then I sew about 1/2" to 3/4" from the top. This will fit your standard flat curtain rod.
Then cut in half if you want 2 panels. And make a 3/4" hem on the cut edge, being sure not to sew up your casing at the top edges, fold those under and hand sew.
If you can't sew, use StitchWitch iron on fusing between the 2 pieces you want to sew together being careful on your casing to not fuse the casing shut so the rod won't fit.

If it is the same on both sides, you can simply drape it over the rod, and it will give you a blind and valance effect. I used a runner for years, and simply used ring clips on a rod.
