Depends if it is a loop rug. Loop rugs will unravel
Definitely but you will have to bind it somehow maybe with wide tape, to prevent raveling. You can cut it from the back with a razor knife, you may call it a box knife.
Yes, I've done many. What I do is turn it over and cut on the back after marking out your demensions and cut with an exacto knife. You can get them bound in any carpet store for about a $1 a foot ( in Canada ) if you wanted to. One thing to remember is if you are cutting any to fit in a certain shape remember YOU ARE CUTTING ON THE BACK so flip the demensions. I once cut out a whole closet on the wrong side because I forget that. :(
