If you glue decorations on the blades, think about balance and not making the blades heavy.
Years ago I decocupaged the blades of a ceiling fan with paper napkins. They're so light so they don't add any weight to the blades.
You can paint it. The paddles can be covered with washi tape or contact paper.
You can Paint the body and blade arms of the fan with spray paint as long as you cover the main components. You could even spray paint the blades just be careful about messing up the balance.
