I get mine at Goodwill and paint them. Also look for frames at the stores with pictures in them and take the pictures out. Sometimes those are nicer and cheaper!

Frames are very difficult for an amateur to make and expensive for a professional. As others said it is much easier to find old ones.
I can buy them at Goodwill cheaper than I could make my own. Most thrift stores have an abundance of them.
