staple (with a power stapler) a piece of thin wood abut 2 inches wide to the top back edge of the rug. Put hook into the top edge of the wood to fit onto a screw in the wall. If larger rug need mulitiple hooks and screws across the top of the rug.

If it is a heavy rug, you will want to support it on all sides. Construct a wood frame (1X2s on edge), then attach all four sides to the edges of the frame. Long staples should work, but if it is a valuable rug, use velcro sewn by hand on the rug, and stapled to the wood. This also has the advantage of being able to flip the rug top>bottom occasionally to diminish the stress of gravity.
