Make sure to use a wooden frame. Paint or stain it a light blue, perhaps incorporating some rope, then use E-6000 glue to arrange the shells where they will be equally weighted and displayed. Here are some really cool ideas. Hope that helps.

buy an inexpensive frame from dollar store. Glue your shells on in little groups. Will look so cute.

Find a frame size of your choice and that has a flat surface to glue the shells onto.

Buy a cheap wood frame and get out the hot glue!

I would paint the frame first and maybe use white glue and sand to cover some strategic areas before glueing on the shells.

Some rustic looking rope looks great with shells too. You could kind of swirl the rope on the frame with hot glue and then glue the shells on around.

I like @Kim's idea, especially using some sand. I would like to have a large shell or starfish on the lower left to visually anchor the frame. Best wishes 😇
