Small stores like these are going to get most of their items via pallets and shipping crates. They are only too happy to be helped in having the pallets taken from their hands.

Try looking on E Bay or craig's list. Also your local cable companies. For pallets, just drive behind malls, strip malls, or stores in your area. There are always pallets there.
Try looking on your local free sites. In Canada often times companies (carpeting, flooring etc...) will post that they have pallets for free (and to pick up behind building etc...)
Hi TR, Contact a local utility (cable/phone) or construction company and ask if they have any for sale. If you see a crew working on site, you might work up your courage to stop and ask them what they do with their spools when they're done with them or at best, get a contact number. They might also offer you one for free.
Many businesses give them away. All you need to do is ask.

Side of road or advertised for free.
Go to businesses that deal with bulky items, grocery stores, liquor stores...and ask if you can have a pallet, they are usually glad to see them go.
For large spools go to a utility company that does wiring.
Pallets can be found on the side of the road quite often but you could call your Home Depot or lowes and see if they can help you.
The best place to get them is from your local cable or telephone company.

In the evenings, I like to go behind Home Depot, Lowes, and/or Costco. At least 1 of those stores will usually have some. 
Spools check with local electric company.
Pallets I get for free at Sears and other appliance or furniture stores, just ask.
They are everywhere. Stop where ypu see them and ask,if you can have them.
