Difficult. Not a typical homeowner DIY. The siding needs you be removed then the prep work to hold the stucco needs to be done, then the scratch coats, then top coat stucco. Then dry, then paint if color was not mixed in with the stucco. See this:

Naomie is right on target with getting professional estimates.
The siding is structurally attached to the outside of the house, so the siding would have to be removed along with what is holding it to walls. Then the damaged walls would have to be repaired and prepped to receive the stucco. Lots of work ahead.
It is a lot of work! Do you know how to apply stucco? It's a layered process: First you apply a tar type paper overall. Then a wire similar to chicken wire to hold the stucco. Over that goes a flat base coat, then textured stucco coat. Some people put two top coats on. Removing vinyl siding is not hard.
