Could use Mod Podge waterproof...........
Above a shower is difficult because it will just keep getting steamed away. Try regular wallpaper paste & don't use the shower for a few days while it cures.
I would use Elmer's Glue, I use it for most of my crafts - you might want to buy the Big Gallon Jug, since school has started it is really much cheaper now in Walmart. Mix equal parts of glue and water you can spread it on the other paper around the lose paper you want to re-glue, let it sit for 30 or so minutes then use a damp static rag (lint free) and gently blot or wipe any excess glue. After it all dries, (next day) buy a Polyurethane and coat the entire top of the shower. I can't imagine paper over a shower, do you have a picture of this?
I would squirt some white Elmer's Glue and work it around. It's been a long time since I had wallpaper but I did this and it worked fine.
They sell a product that glues down wallpaper seams when they come loose and that always worked for me. Be sure no one uses that shower for a few days since its the steam making it come loose.
