Not sure why you would want to, Mirror clips are usually 'L' shaped to provide space between the wall and the front of the clip for the mirror to rest. Using a washer would mean the mirror would rest on the screw, and if overtightened, could break the mirror. If you are looking for a change in style of mirror clips, see if you can find one you like and replace your old ones with them. You may be talking about something like these:
