Can bead board be put on the ceiling without first removing popcorn?

Yes. I've removed popcorn ceilings myself, with warm water and scraping off. Did 4 rooms in a matter of a couple hrs. But, as long as you can still find the framing boards to attach the bead board to, you're good. Just use a longer screw, as you will be going through the popcorn and drywall on the ceiling.

You sure can! People have use different products just to cover popcorn ceilings rather than removing them.
