Can I apply new ceramic tile over existing ceramic tile on backsplash
Does anyone know how to tile over tile or if it is even possible? I have a ceramic tile backsplash and would like to apply a new ceramic tile over that, the old tile is in good condition.

Not a good idea. Tile needs a smooth and stable surface to adhere. The added weight of new tile over old tile can cause both tiles to separate off the wall. Any imperfections in the old tile can cause failure in the new tile.
Why do you want to add new tiles over existing tiles? If it is the color you can paint them with oil based paint. You could buy a tin backsplash kit to go over it . If you try to put new tile over old it will change the depth of the plugs too. If you are going to buy new tile, why not just remove the old tile and do it right.
No - remove it first with a hammer and then apply your new mortar, tile and grout.
