If you want to paint, you'll need heavily textured rollers and brushes designed for cut in work.
You can install styrofoam panels over them. They look very similar to the tin ceilings panels. I couldn't find the project for them but this project may help give you an idea:

Simple Fix for Problem Ceiling
Remove them easily, spray bottle with Downy & water spray well then scrape with putty knife put tarp down first for easy clean up. wipe everything off with damp cloth let dry then primer( Zinsser ) then paint how ever you like them. so much easier to keep clean than the texturing.
You could cover it with 1/4 inch sheetrock.
Hopefully, no one has even painted the popcorn ceiling. In that case Lynn Sorrell's suggestion should work just fine. IF it has been painted, the job will be much more difficult as the paint will prevent the popcorn from coming loose easily.
