Depends on the rugs and how much you like them. The foam pads they sell to go under rugs could be used with double sided tape so you can remove it when the rugs need washing. Or spray adhesive for permanent backing.
They do make rug backing that you can attach to the back of the rug. It's made to keep rugs from slipping and sliding. I don't know how much they cost, so I don't know if replacing the rugs would cost less.
