A carpenter told me you need cement board before laying ceramic tile.
Why is your subfloor flexing? It should not be moving at all--it should be rigidly in place. Perhaps there is an issue with your floor joists.
I would use a thin sheet of cement board. Check with Lowe's or Menards or home Depot. They should be able to tell you how to go about it in the flooring section. Some stores even teach classes to help you.
You need to LEVEL and shore up the floor BEFORE YOU attempt to tile. If you don’t the grout will crack and the tiles will break. Ask some tradesmen how to do it specifically do it for your floor. Don’t cut corners.
