You need to use a Seed Starting Potting Soil. Has fertilizer added to it. Regular potting soil is for indoor plants and does not have fertilized in it. You do not need to change the soil when transferring to outdoors. Plant with the potting soil or you will shock the new plants.

Hi Nancy, start them with those peat pods you can pick up at the dollar stores, when you decide to over them outside after the last frost,do slow exposures of only about 4 - 6 hours per day, do it over a week or so they don't get shocked, then for planting after last frost, make sure you have a rich soil, fertilize once per week for optimum flowering.
Hi Nancy. Here’s a really good tutorial on seed starting. Good luck! https://ginghamgardens.com/seed-starting/
