full sun, cut them back, rake the old leaves away and don't over water. -

When they begin to bloom, and the blooms begin to die, dead head them and they will begin budding and blooming more. This encourages more flowers the more you do it. -

you probably have rose slugs. Buy rose slug spray and kill them. They eat all the leaves except the veins. Cut them back, cut off dead stuff, water carefully.
