Soil for flower gardening question

I have removed an overlay of small rocks over landscaping cloth near my pool to put in a flowering bush/garden bed, but under the rocks and cloth, it is just sand. How do I prepare the soil for a garden? Do I need to remove the sand and put in topsoil? Or can I mix the sand with soil or compost?

mix it in and keep adding enough soil until you have a good blend
