Do you start flower bulbs in a flower pot or in the ground?

You can do either with bulbed flowers, it all depends on how you want to present them. They do well in both places.

I usually prefer to do my lillies in a pot because there is less chance of 4 legged critters digging them up. If you prefer to put them in the ground, I would suggest you put a grid ( large metal mesh) over them to prevent animals from digging them up. The bulbs will stay in the ground and the blooms will come through the mesh. Home Depot and Lowes have a good selection of wire mesh to use.

Bulbs can be planted in the ground at the appropriate depth, that way they won't be shocked when you put them in the ground.

Either way works. I love daffodils in a wide pot all planted together. They look beautiful.

You can always start them in a pot and then if you decide you want them in the ground, just dig up the bulbs and replant. Do it after all the top growth has died back.

Either, but in the ground is probably easiest! Takes one step away :)
