I would clip the vine and the woody piece off and allow the plant to grow the way it is. I don't know about water rooting clematis; but it should grow in soil pretty well.
Root tone is a powder you dip cuttings in to encourage root growth. The ingredient in that comes from willow's. If you have access to willow cut a piece and put it in with the vine. Good luck.
Have used willow cuttings for many cuttings. It works ! Amazing! My latest cuttings where hydrangeas. Many pretty white roots. Planted in soil in a pot. Growing very well. Also willow cuttings in a bucket of water over night. Used as liquid fertilizer for outside plants. Have fun.
Try putting the cuttings in honey.
Thank you for great answers! I had several cuttings, the others started well but died after I added little different plant-foods into the water. I will try to grow it in a pot of good soil, no problem since the mother-plant is doing great. My mother was a wizard with plants and I am now re-learning gardening. This road is quite a learning experience with some short-cuts through Hometalk community.

Experiment! It's fun and sometimes you will be surprised! Haven't tried my clematis, but now I will! I love Root Tone. My geranium cuttings grow into new plants so easy!
