In the spring. I hope you don't chop the whole top off like most people do. Just a few branches. I have a huge crepe in my yard and I just trim off a few low hanging branches and let it grow.

Yes, PLEASE don't commit "crape murder" as we call it, by chopping your trees too low. Trim off just the spindly branches to the same height, and the trunk will continue to get a little taller each year, so they don't end up stubby and looking like those lollipop trees we drew as kids!
Winter or spring before they start to come out. Should do it while dormant. Never cut more than a third. Lite trim is all that's needed
