Hi Kathie. I cut them back in fall.

Cut back to about 18 inches.
Don't cut them until the foliage has totally browned down. If you cut them prematurely they have not stored their energy back in the tuber.
i also cut them back in the fall, leaving about 2-3 inches above ground so next spring i can find them. esp. if around a house--i don't want mice habituates
