A sunny spot where they get sun most of the day and where they don't get too wet. They don't like standing in water. Mine are planted on the east and south sides of my home close to my foundation. Most importantly you can't plant them too deep or they will not flower.
Depends on where you are living. If it is really hot them plant them where they can get some shade and maybe protected from heavy winds.
Peonies love sun and should get at least 6 hours a day!
